Two F-14 Tomcats encounter two MiGs in a no-fly zone above Iraq and one Tomcat ends up going down. After the pilot of the remaining Tomcat says he heard a voice telling him not to fire his weapons, Harm and Mac investigate his story.

Mac convinces an admiral to set up a shore-to-ship call so that Mac's 'little sister' that she mentors can meet and speak with her real father.
