Guided by a mysterious dream, 17 year old high schooler Hikaru returns to his hometown during the summer after travelling with his musician parents. He meets Ultraman Taro, now reduced to the size of figurines called Spark Dolls. Hikaru is told he is the "Selected One" and he must find the Ginga Spark, use it with the Spark Doll and transform into the gigantic Ultraman Ginga to save the Earth.
