During a U.S. energy crisis big oil companies descend upon Heartbreak Bay in order to charm the locals and take over their land for drilling purposes, with Ben's (the wild bear) help Jack and Mark are able to get the corrupt oilmen to confess to their crimes. Jack gives up all hope that Mark's parents will be found so he begins the process of becoming his legal guardian.
